dc.description.abstract | The issue of development is something that has made many debates and discussions all around the
world. There are also many authors who have addressed this issue taking on account their realities.
We need to clarify that most of the countries in sub-Saharan Africa have begun to talk about
development after their independence.
The period following the independence of these new countries had become a period of reflection on
the great gap that existed between the countries of north and those of the south.
Thus, in 1972 Senegal was embarked on a process of decentralization and we moved from a
centralized management model to a decentralized one. This decentralization has as an aim to transfer
some powers to the decentralized state services, a way to promote local development. This type of
development is seen as the best strategy that can develop the African countries to be developed. The
choice of this strategy has brought also many private initiatives such as the civil society organization.
This organization is composed by non-governmental organizations, developing associations, religious
organizations...
So we decided to study the issue on the participation of developing association in Mlomp and that
through the case of the association of young herders and farmers in the department of Oussouye and
also the federation for the support of the development of Oussouye department. We focus our
research in the side of horticulture.
To make our researches, we have made the land and some researches about this topic. This is how we
have noticed that in this town, horticulture is reserved for women and permit them have a king of
financial autonomy.
However, during our visits in the side of women who practice this activity, they tell us that they face
many difficulties. However, they approved that have received help and support from the associations
of development.
Therefore, to better explain the work we have summarized the result we obtained in three points:
First, women say that rice cultivation is more considered than the other activities, it means they are
forced to start horticulture after harvesting rice.
Secondly, about horticulture, most of these women have not studied and have many problems to
develop good strategies that can help them develop their business and live on it.
We think that this failure can be explained by the fact that all blocks of the town produce the same
types of vegetables in the same period. This means also that these speculations will mature at the
same time, to be sold at the same time and this situation does not promote a good sale. It creates
some uncomfortable situations like market saturation, lower prices, and also the decomposition of
some products such as tomatoes...
We also believe that the responsibilities of these problems are shared. The association of
development that help women through training, the provision of material goods, infrastructure ...
have to monitor and evaluate activities and also work in by coordinating because local development
requires work in synergy and not a competition of the actors. But unfortunately what we see most
often is that the associations of development don’t work in synergy and sometimes we are in front of
two associations that do the same thing in the same locality.
This brings us back to the concept of participation which is very important in any development
project. This concept as for us is not very different from the concept of involvement if we want to
avoid saying that they are the same.
The participation of the population in all types of project is essential to succeed. And this
involvement must start from the beginning of the project so that people feel responsible and decide
by itself to participate. If it lacks that, we will have and ephemeral projects or born dead projects.
And this situation can be explained by the fact that the funded project does not meet the needs of the
population. It is the reason why we say that visiting the population to discuss with them before any
funding is important.
Finally, we think that there are many efforts that should be made to achieve the objective of
development. The associations of development have to review their implementation strategies
because the involvement of an association should not be measured by the number of funded projects
but by the impact of these projects on the population.
Here are largely the works we have done in our research study and we also say that we intend to
